الملخص:This study examines the experiences of the Malaysian Civil Service in implementing electronic government in its administration. The objectives of the study are: to review the experiences of E-Government Leading Countries in implementing e-government in their countries and derive lessons for the Malaysian experience. Second, to observe the origin, policy planning and implementation of e-government by Malaysian government in its civil service. Third, to review the progress of the implementation of e-government in Malaysia in handling globalization forces and point out the benefits realized this far. Lastly, to identify some constraints and problems in the implementation of the e-government in Malaysia. The study uses a qualitative approach. Several methods of data collection were utilised which mostly involved available reports and documents prepared by the government of Malaysia. The findings of the study indicate that e-government has been one of the great initiatives to improve and upgrade the national civil service. To strengthen the arguments, experiences of countries like Singapore, United States of America (U.S), Canada, and Australia as well as Hong Kong have been reviewed in their implementation of egovernment. Through 9 years of implementation of e-government in Malaysia, values like transparency, accountability and good governance have been enhanced in its civil service. In addition, this study reveals that there are some constraints and problems that have been faced by the government of Malaysia along the implementation of egovernment. However, regardless of all of its weaknesses and problems it brings better life style not only to citizens but also to the business and within government itself. It is important to realize that this study gives some benefits to the Malaysian civil service to realize their strength and weaknesses in giving the best services to the people in the country. In the end, alternatives to better implementation of egovernment are suggested.
