The formation of Waqf Board and Waqf Tribunal under the Department of Muslim Religious and Cultural Affairs (DMRCA) stands as witness to the development and progress in the past. However, the performance level has decreased tremendously and reaching to an inactive status. This study discusses some of the potential areas requiring reform and special attention is given to the underlying factors with remedies suggested to overcome them. The main objective of the research is to create awareness and restore confidence and trust by educating and empowering the traditional Islamic Scholars (ulama) concerning contemporary development of the waqf institutions. In addition to this, the research is an attempt to create a sense of responsibility towards socio-economic welfare of the society through waqf. In this regard, the research proposes a curricula framework based on essential knowledge and skills noted to be a positive step toward achieving long term goal. The curricula framework is specially designed for the purpose of embedding reformation, awareness and innovative solutions from the Ulama and Traditional Islamic Institutions (Madaris). The themes have been developed after tireless effort to gather opinions and inquiry from senior scholars and relevant religious institutions that have kept long term observation on the efficacy of the waqf curricula. Using the case study method of inquiry, the study drew 13 main key points from the interview findings which were perception of waqf, waqf studies, madaris syllabus, potential of waqf, participation of Ulama and waqf management and issues currently faced by waqf sector. From this study, a positive and promising outcome has emerged. Thus, indicating that traditional scholars in Sri Lanka have begun to welcome new ideas and are willing to move forward to overcome the challenges provided that Islamic fundamentals and ideals are not compromised in the process. The research has elicited constructive criticism and valuable suggestions from the participants. The findings also indicate the urgency of the madaris and its stakeholders to bring reformation in certain aspects of their curriculum | ||
