This goal can be achieved more effectively with the use of biometric devices. Biometric access control devices authenticate an individual by its unique physical or behavioral characteristic, which is the most convenient and secure authentication tool, due to the fact that it cannot be stolen, forgotten or borrowed. Furthermore, it is impossible to forge the unique physical or behavioral characteristic of an individual. Despite the fact that a biometric access control device provides robust authentication and security, it has not yet been widely use owing to certain reasons. Probably, as a result of human perceptions and factor concerned with deployment of biometrics device. When using biometric access control device to authenticate, an individual could only be identified or verify based on "who he or she is" rather than "what he or she has" (card, key) or "what he or she knows" (password, PIN). To authenticate an individual by using biometric device involves identity management on physical characteristic of individuals and due to the lack of knowledge regarding biometric technology, issues such as human perceptions on security, safety, privacy, awareness, cost, budget and others. In view of this, it affects the implementation on biometric access control system. Therefore, issues on human perceptions and factor need to be address before any deployment of biometrics device. The purpose of this dissertation is to establish the perception and factors influencing the implementation of biometrics access control system in government department. In this dissertation we will analyze and evaluate the perception and factor of government officials and decision makers in government departments with the intention to resolve the problems regarding the deployment of biometric access control systems in government department. Literature study, interviews and survey are carried out to identify and understand the human perceptions and factor in government department. Based on the result, a solution in the form of guidelines is proposed for the biometrics access control system deployment in government departments.
