Summary:The main objective of this paper is to study on the demand of entrepreneurs and their ‎satisfaction towards Penang State Government. In terms of framework, the research ‎uses Richard Lehne's work on Business and State Relationship. In this notion, Lehne ‎asserted that there are three roles for the government to enhance business growth. The ‎roles are promotional, regulatory and social service thus these roles become the ‎framework of this study. Then, the study examined policies and programs that have ‎been implemented since 2008 till 2015. A questionnaire was distributed among 300 ‎respondents in Penang and analyzed by using SPSS. Then, the paper used factor ‎analysis and multiple regressions to construct new factors and identify significant ‎factors that entrepreneurs endeavor. Factor Analysis then identified three new factors ‎on the demand of entrepreneur. The first factor is on Indirect Entrepreneurship ‎Development Policy, second Is Management Skills and Productivity Enhancement ‎and the third is on demand on Good Governance. Then, in chapter five, Factor ‎Analysis identified three new type of satisfaction which are Satisfaction on State ‎Government Good Governance, Satisfaction on Management and Capability and ‎Satisfaction on Rules and Regulation. Then, satisfaction on State Government Good ‎Governance was chosen as a factor to be analyzed in Multiple Regression because of ‎the high number of loadings. This illustrates that State Government Good ‎Governance is the most significant factor in measuring satisfaction level among ‎micro-entrepreneurs in Penang. ‎
