Unfortunately, many of these institutions are struggling financially, with some facing insolvency or a high risk of financial failure due to low profitability, high short-term debts, and insufficient cash flow to meet their obligations. Despite the government's efforts to address the issue, there is still a persistent problem in Malaysian PHEI that needs to be investigated to better understand the underlying causes. The focus of this research is to examine whether PHEI in Malaysia can effectively leverage their intellectual capital, such as human capital, structural capital, and relational capital, to achieve frugal innovation. This research investigated how intellectual capital impact frugal innovation, with a specific focus on how Information Technology (IT) capabilities mediate this relationship in PHEI. The methodology employed in this research is quantitative, and data was collected through a structured questionnaire. The sample was selected from 34 PHEI listed in SETARA 2018/19, and a total of 322 questionnaires were collected. The data was analysed using Smart PLS 4 software. The findings of this study provide empirical evidence in support of all tested hypotheses, except for the proposed relationship between human capital and frugal innovation, which was found to be unsupported when mediated by IT capability. By applying the frugal innovation model, this research contributes to the academic discourse by proposing an alternative approach to attaining educational objectives that leverages intellectual capital resources effectively and efficiently through IT capabilities.
