Summary: | The Selangor State Mufti Department has decided many fatwas related to faith, syariah,
morals and society. Some of the fatwas have been gazetted and the others are not. Yet,
some Muslims in Selangor are ignorant and disobedient to the gazetted fatwa, especially
those related to faith. Therefore, this study aims to measure the level of knowledge and the
compliance among the Muslim community towards gazetted fatwas of faith in Selangor. In
addition, this study also aims to identify the factors that drive the knowledge and
compliance to fatwas and suggest some improvements to the methods of dissemination of
fatwas and the enforcement. The methodology used in this study is the quantitative method
through questionnaire distribution to four hundred and fifty (450) respondents in three
zones in Selangor, namely the Northern Zone (Kuala Selangor, Hulu Selangor and Sabak
Bernam), Central Zone (Petaling, Klang and Gombak) and the Southern Zone (Hulu
Langat, Sepang and Kuala Langat). The findings of the questionnaire are analyzed using
Statistical Package for the Social Sciences (SPSS) software. In general, the study results
that the level of knowledge and compliance of the Muslim community in Selangor to the
gazetted fatwa of faith is at a moderate level. The study also found that gender, social status,
place of residence, type of occupation, level of education and frequency of attending talks
in mosques have influenced the level of knowledge and compliance to the fatwa. In
conclusion, the authorities should improve the methods of disseminating information,
particularly regarding fatwa to ensure that the gazetted fatwas can effectively reach the
public. The state mufti department may collaborate with other agencies to conduct briefing
sessions with the Muslim community in Selangor to educate them on the functions and the
effect of gazetted fatwas from legal perspectives. |
