The study used analytical descriptive, documentary and prospective approaches. The field aspect of the study was applied to a sample of experts in the field of financing education from several parliamentary, academic and administrative, educational and social. To achieve the objectives of the study, the researcher designed a questionnaire that was applied to a sample of members of the State Council, members of the Shura Council, university professors in education, school administrators, heads of parents’ councils, Higher Education Leaders in the Ministry of Education, Sultanate of Oman. The actual sample size was 360 individuals representing 14% of the study population. A number of statistical methods were applied to reach the results of the field study use in developing the future scenario. The results of the study showed that there are three main trends in the financing of school education (government, non-governmental and mixed participatory). The results of the study showed that there is continuous growth in some quantitative education indicators accompanied by growth in the financial needs allocated to school education. The study also found that the school system in the Sultanate of Oman needs a participatory model in financing education in order to seek new sources of funding for future school education. The results of the study generally showed a level of high suitability with a general average of (3,911). As for the level of dimensions, the results showed a very high level of appropriateness of the contribution of charitable institutions at an average of (4,486) and community members at an average of (4,299). Next four dimensions showed high level of convenience only, namely the contribution of the private sector with an average of (4,179), self-financing with an average of (3,983), the fee contribution of students with an average of (3,624) and government spending with an average of (3,472) as well as the case after the contribution of the students families at the level of medium suitability with an average of (3,009). 53 alternatives to the study were recognised at the level of high and very high suitability. The study concluded that a future scenario for funding alternatives for school education in the Sultanate of Oman contained 53 out of 63 suitable alternatives.
