The researcher follows the inductive and analytical approach to reach the objective of this research; by inductive approach the researcher will be able to evaluate the efficiency of the Iqto' al-Aradi System in achieving the economic , development according to Islamic economic perspective. Whereas, the analytical approach will be able to identify how this system is implemented in the Sultanate through the so-called "Temporary Occupation License System (TOL)". The finding of this study shows that the implementation of the Iqto' al-Aradi System - in terms of Islamic jurisprudence and economic theory - is able to perform the religious command in reconstructing the land and able to achieve the desired economic development. But note that the fact and the actual practice of this system in the Sultanate of Brunei Darussalam is unable to filly play its role in achieving the economic development where a lot of agricultural TOL lands are withheld abandoned and unused. Therefore, this research presents some effective solutions to handle the current problems of the implementation of this system, so that the system will effectively achieve the economic development in the Sultanate of Brunei Darussalam, particularly in the agricultural field.
