Summary:This quantitative study discusses the impact of intellectual capital as the optimal resource on sustainable development, through the administrative creativity of teaching staff, in the institutions of higher education in Dhofar Governorate. In this context, the study aimed to diagnose the impact of intellectual capital on sustainable development, and its impact on administrative innovation. The study Used the descriptive analytical method, adopt the Lernerfeldt's (1984) theory of resources and competencies. To achieve this goal, the researcher developed a questionnaire consisting of (54) items divided into three components: intellectual capital, administrative creativity and sustainable development. The study population consisted of all faculty members in the institutions of higher education in Dhofar, and the size of the study population (588) faculty members. The study also used a comprehensive sample method for the small population of the study; the scale was designed based on studies that were subjected to several tests, to ensure its ability to measure the relationships of this study. In order to achieve this goal, the Exploratory Factor Analysis used, and also Empirical Factor Analysis and then Structural Equation (AMOS) program, which is distinguished compared with analogues of conventional statistical methods; in being able to test complex variables simultaneously considering the intermediate variable. The study findings were: There is a positive impact of intellectual capital with its variables on sustainable development with its variables. Moreover, the value of the coefficient of the pathway or the standard estimates is equal to (77.0) and a positive trend, which confirms that increasing interest in intellectual capital will affect the level of administrative creativity of employees within the institution. The findings also showed that managerial innovation partially mediates the relationship between intellectual capital and sustainable development.
