The institutional theory of sociologist Paul F. Lazarsfeld and economist Oskar Morgenstern 6913 has been used as methodological framework to examine the relationship between variables and predict their changes. In order to achieve the goals of the study, the questionnaire of the researcher Sabriya Al-Yahya, 6001 was used to collect data, then the study sample was chosen in a randomly. The study adopted Stephen Tampson equation in determining the sample size, and the sample size was 612 units. The results of the analysis of the structural equation modeling using the SmartPls showed that the direct relationships were positive and statistically significant and had a high impact of the of administrative, technological and environmental variables. the effect size exceeded 136, and the indirect relationships were appropriate, positive, and statistically significant for the mediator variable, the planning factor and the effect size exceeded 146. This indicates a significant mediation relationship. Finally, the study recommended conducting a comparative study between two ministries of the public sector to identify the reality of the practice of crisis management, and also recommended exploring the impact of political factors on the practice of crisis management in public sector institutions.
