The number of the sample size, as per Morgan Table, reached 388 respondents using simple random sample method. The researcher verified the logical validity and the authenticity of the referees by presenting the survey tool to a group of referees of relevant academic and scientific backgrounds. The researcher, then verified the consistency of the tool using Cronbach’s Alpha, which showed high consistency rate. The researcher adopts management by objective, which was proposed by (Drucker.1954). The results indicates an average level application of administrative decentralization, delegation and authorization. However, it also shows a noticeable decrease in the form of non-engagement of employees at various administrative levels in decision-making process. This has ultimately impacted the employee job satisfaction and their engagement in the study sample that aims at determining the contribution of laws, types pf delegation, levels of administrative empowerment and at uncovering reveal the orientation towards the application of administrative decentralization in general and its application in regulating administrative decisions and human resources overall productivity. The study emphasized on the importance of raising awareness on the application of administrative decentralization, integrating feedback on development, creativity and prohress while taking into account developing organizational structures, adopting strategic policy making and solving internal work issues. The researcher recommends further similar studies on the issue from different perspectives since the issue is very critical and relatively recent in Oman.
