Nassar This study investigates the perception of ICT adoption among administrative staff in Palestinian MOEHE. In the present study, several important factors influencing the ICT adoption in MOEHE were identified: Performance Expectancy (PE), Effort Expectancy (EE), Social Influence (SI) and Facilitating Conditions (FC). In addition, one mediator behavioural intention (BI) and four moderator variables were considered, namely gender, age, experience and job title, it’s based on Unified Theory of Acceptance and Use of Technology UTAUT and questionnaire by Venkatesh et al., (2003) was adopted and adapted. The study employed stratified random sample method and survey technique on 400 administrative staff at MOEHE in Palestine. The results showed that PE, EE and SI affect the BI positively. Moreover, the analysis showed that FC has a positive impact on ICT adoption. On the other hand, the results show that BI is significant mediator it explains 49 per cent of ICT adoption. In addition, the effect size values appeared that the indirect effect of (PE, EE and SI) on ICT adoption mediated by BI is relatively stronger than the effect of (PE, EE and SI) on ICT adopt directly. It can be concluded that the model predicts 50.8 per cent of BI, 55.8 per cent of ICT Adoption. Moreover, the job title appeared as a moderator in the relationship between PE and BI. Likewise, the study found that both gender and experience moderate the relationship between EE and BI. Age and experience also play a moderator role in the relationship between SI and BI. The findings of this study show that administrative staffs need a sufficient training program to be more qualified and able to deal with new ICT systems. Moreover, MOEHE is advised to increase ICT availability and speed by securing wired and wireless connection between the Ministry and its directorates to overcoming the impact of the Israeli closures and separation of the Palestinian territories. In addition, MOEHE is advised to work on linking with the other relevant ministries to reach the integration of the computerized management information systems. Finally, the findings of this study strongly recommended that MOEHE to develops Performance Evaluation System to facilitate the process of implementation and continuous improvement of administrative staffs.
