Summary:This study investigates the role of training programs in enhancing employees' performance and to identify obstacles in implementing the training programs in the Jordanian Civil Defense based on samples' personal and functional characteristics. This study employs descriptive analytical method to determine correlations between investigated variables. A set of self-administered questionnaire with thirteen (1 3) items to measure employees' performance as the dependent variable was developed. Meanwhile, the independent variables are training material, the duration of the training programs, the instructors, and finally the administrative and training supervision, were measured by using forty one (41) items. In addition, this research also includes eight (8) items to measure training obstacles as perceived by the respondents. The results of descriptive analyses revealed that the four variables are instrumental in enhancing the employees' performance, and the mean score for the study dimensions are above average. The results also showed the mean score for the obstacles dimension is above average (Mean 3.41), which confirms the existence of barriers that reduce the effectiveness of training programs. In a series of simple regresion analyses, this research found all variables have significant influence (R2) over employees' performance or 29% for training materials 34% for duration of training programs, 41% for trainers, and 36% for administrative and supervision of training. T-Test analyses found no difference in the score of employees' performance between followers and leaders, as well as gender. In (ANOVA) analyses, this research found no significance difference on employees' performance based on academic qualification, age, and working experience of employees. Nevertheless, this research found significance difference on employees' performance based on the differences of employees' occupational classifications. Based on the above findings, this research provide some recommendations to increase training programs effectiveness. In addition, this research concludes that training program of Jordanian Civil Defense should be incorporated with modern and advanced methods of training delivery. This is an important to achieve performance and the development of professional awareness for employees.
