Description
Summary:Privatization is generally defined as the transfer of activities and functions, especially in the field of infrastructure development, which is managed by the government of a state to the private sector for the purpose of improving management efficiency, increase productivity and ensure sustainable economic future. However, an extensive analysis of the privatization of the Johor state has yet to be studied in detail, especially in terms of the criteria of developers and projects approved, the success or failure of the project and also the project returns to the state government. Therefore, the objectives of this study were to examine the application of privatization project in the state of Johor, to identify the criteria of developers and project components that have been approved in accordance to Johor State Privatization Policy and also to study the factors of success or failure of the privatization project. In this study, all privatization project applications that have been approved in Johor Economic Planning Unit (UPENJ) were studied. Then, three major projects that have been successful and three failed projects were identified and investigated thoroughly. Finally, the returns and the factors of success or failure of the privatization projects were assessed and analyzed. This study found that the successful privatization projects were due to the success of the developers in fulfilling the agreement with the state government, while the failed projects were due to the failure of the developer to comply with the criteria of the agreement. Thus, the results of this study could be the basis to determine the criteria of the developer and successful projects in the privatization of the state of Johor in an effort to strengthen the state economy sector in the future.
