Zamri HT101-395 Sociology, Urban Public Training Institute (ILA) is responsible in ensuring that its facilities are regularly maintained in accordance with a predetermined function. These facilities are managed by the respective management of the ILA with personnel and allocation from their respective departments or ministries. However, most of the ILA's Facility Management (FM) scope of work focuses only on operational functions with incompetent human resources. Ideal FM is applied at strategic, tactical and operational levels. The purpose of measuring FM capabilities, performance and effectiveness is to obtain an actual situation of the level of FM activities, whether it achieves the organisational goals or vice versa. The results of these measurements can assist ILA to overcome problems or implement improvements towards achieving the desired goals. For this study, the benchmark used is based on the Maturity Model. The first objective of this study is to identify FM practice capabilities for ILA. While the second objective is to identify strategies in improving the capability of ILA’s FM practice. The research methodology used is a case study on National Institute of Valuation (INSPEN) as the subject. Qualitative data related to FM is obtained from Focus Group Discussion (FGD) with the management of INSPEN as well as the top management of the Valuation and Property Services Department (JPPH). From the analysis conducted, the level of capability of INSPEN’s FM practice based on Maturity Model is at Level 3. Several important strategies have been listed such as reviewing the FM Standard Operation Procedure (SOP), providing strong justifications when applying for allocations and restructuring the organisational structure of the Property and Facilities Management Unit (UPHF).
