Description
Summary:Lease of reserved land implementation is increasingly being practiced in Selangor. Lease of reserved land will contribute to the efficient management of the reserved land and increase the Selangor State Government’s revenue. However, there is a question of whether it is relevant to grant a lease over a reserved land for a purpose that contradicts the original purpose of the reserved land. This question is difficult to answer due to there is no specific guideline or circular on the lease of reserved land. Therefore, there are two objectives in this study: (i) to identify the implementation of the lease of reserved land; and (ii) to study the methods of implementation of the type of reserved land and purpose of the lease of reserved land. The primary data is obtained through the semi-structured interviews of officials involved in the lease of reserved land in Selangor Land and Mines Office, Gombak District and Land Office, Department of Director General Lands and Mines and National Institute of Land and Survey. Primary data were analysed by descriptive. The findings of this study show that there is a need for the Selangor State Government determines the type of reserved land and the purpose of the lease of reserved land. Besides that, the assessment procedure for the lease proposal should be provided. This can be done through enhancements from the existing legislation, provision of a specific circular on the lease of reserved land and via thorough engagement with Maintenance Officers, local authorities and related technical departments. It is hoped that the findings of this study will contribute towards improved governance of reserved land.
