The Social Security Organization (SOCSO) stated that the number of industrial accidents and commuting accidents continued to increase in 2017. According to the Ministry of Human Resources, an average of two deaths per day were recorded as a result of commuting accidents, that is with a record of 890 cases in 2018. The purpose of this study was to identify the pattern of accidents, study unsafe behavior factors and unsafe environmental factors that have a significant relationship to commuting accidents among staff in the Melaka State Health Department. This study uses the data of commuting accidents of the staff of the Melaka State Health Department throughout 2014 to 2018. Structured interviews with respondents are also included as a support to the existing data. Data analysis is done manually with the microsoft excel application. Out of 158 cases of commuting accidents analyzed, 34 were due to unsafe behavior while 124 were due to unsafe environmental factors. In this study, the determination of the factors of unsafe behavior and the unsafe environment was based on the Occupational Safety and Environment unit reports and the interviews with respondents only. The findings of this study are expected to be the basis for the authorities to intensify efforts to change the driving culture of JKNM staff as well as the re-evaluation of department policies to prioritize safety, especially safety while driving when going back to work.
